I can assure the letter writer who complained about dogs that it most certainly is patrolled.
I walk there with my leashed dog and the dog patroller appears on a bike from nowhere, looking us up and down before heading on out to search for an offender.
Most people are very considerate with their dogs. There are far more grouchy people walking there, looking for infractions, than unruly pet owners with loose dogs.
